From the historic streets of Namur to the picturesque landscapes of Dinant, Wallonia embraces individuality with open arms, making it a beacon of openness and diversity. Whether you identify as part of the LGBTQIA+ community or an ally, Wallonia welcomes you with warmth and inclusivity.

Diversity is a fundamental principle deeply ingrained in the region’s identity. Standing in solidarity with those fighting for their rights locally and globally, Wallonia recognizes that diversity is its strength. The Walloon community is a mosaic of identities, each contributing to its rich tapestry of culture and acceptance.

 

A "Zone of Freedom for LGBTQIA+ People" and its 16 measures

In 2021, the region made history by declaring itself a "Zone of Freedom for LGBTQIA+ People." This declaration reflects the region's unwavering commitment to equality and fundamental rights for all individuals, regardless of sexual orientation or gender identity.

Concrete actions have been taken following this declaration, as part of a 2022-2024 comprehensive plan focused on 16 concrete measures.

Wallonia’s plan was developed over several months in collaboration with different associations, led by the PRISME Federation (formerly Arc-en-Ciel Wallonie), and aims to ensure that every person can live authentically and without fear.

The 16 measures include:

1. Increased Funding: Doubling resources for the Maisons Arc-en-Ciel and PRISME Federation to enhance support services.

2. Healthcare Access: Providing free, specific healthcare tailored for LGBTQIA+ individuals in collaboration with medical centres.

3. Shelter Expansion: Increasing shelter options for those facing family or social rejection.

4. Inclusive Communication: Ensuring public campaigns are inclusive and representative of the LGBTQIA+ community.

5. Public Transport Safety: Addressing and preventing violence against LGBTQIA+ individuals in public transport systems.

6. Support for LGBTQIA+ Seniors: Promoting better inclusion and care for LGBTQIA+ seniors in residential care facilities.

7. Specialized Support for Immigrants: Providing targeted support services for LGBTQIA+ immigrants facing unique challenges.

8. Awareness and Education: Implementing educational programs to raise awareness and promote understanding of LGBTQIA+ issues.

9. Legal Aid: Offering enhanced legal assistance for victims of discrimination and violence.

10. Employment Support: Facilitating job opportunities and workplace inclusion for LGBTQIA+ people.

11. Youth Support: Creating safe spaces and support networks for LGBTQIA+ youth.

12. Mental Health Services: Expanding access to mental health services tailored to the needs of the LGBTQIA+ community.

13. Research and Data Collection: Conducting studies to better understand and address the needs of LGBTQIA+ individuals.

14. Visibility and Representation: Promoting positive representation of LGBTQIA+ people in media and public life.

15. Policy Integration: Ensuring LGBTQIA+ considerations are integrated into all public policies.

16. International Solidarity: Collaborating with international organizations to support global LGBTQIA+ rights.

 

Belgium's Progressive Legacy

Wallonia's commitment to equality is crucial in its support for a more tolerant and inclusive society. As part of a broader government initiative, Belgium introduced a comprehensive federal action plan comprising 133 measures to protect and promote LGBTQIA+ rights called "For an LGBTQI+ Friendly Belgium".

 

Belgium has long been at the forefront of LGBTQIA+ rights, with significant milestones such as legalizing same-sex marriage and adoption. This federal action plan further solidifies its commitment to promoting equality across various sectors:

1. Healthcare Access: Measures to ensure respectful and adapted healthcare for LGBTQIA+ individuals, including the creation of a Rainbow Health House and strengthened training for healthcare professionals.

2. Policy Integration: Strides towards banning conversion therapy, prohibiting unnecessary treatments for intersex minors, and updating the transgender-focused laws for greater inclusivity.

3. Public Safety: Initiatives to combat violence and hate speech against LGBTQIA+ individuals, including awareness training for police officers and improving hate crime reporting.

4. Workplace Inclusivity: Steps to create a more inclusive work environment, such as integrating LGBTQI+ themes into labour inspector training and supporting LGBTQIA+ worker networks.

5. Awareness and Education: Investing in research on LGBTQIA+ issues and history, including studies on anti-gender movements and exhibitions on LGBTQIA+ experiences during Nazi Europe.

6. Visibility and Representation: Strengthening resources for organizations advocating for LGBTQIA+ rights and launching calls for projects on gender and LGBTQIA+ issues.

From comprehensive sex education in schools to tailored healthcare services, each measure is a step towards a more accepting society. By prioritizing safe spaces in education and healthcare, Belgium is fostering empathy and respect from a young age.

 

Leaders on an international scale

Belgium's achievements in advancing LGBTQIA+ rights are celebrated not only within its borders but also across Europe.

In 2023 Belgium secured second place on Rainbow Europe's 2023 list, for advancing LGBTQIA+ rights in Europe. The Rainbow Map and Index by Rainbow Europe – ILGA-Europe provides a comprehensive snapshot of the policy landscape, guiding policymakers on the most pressing priorities. This recognition underscores Belgium's commitment to equality and inclusivity, positioning the nation as a leader in LGBTQIA+ issues.

Legalizing same-sex marriage in 2003 was a monumental step, paving the way for continuous advancements in LGBTQIA+ rights. Last year, Wallonia hosted its first Pride march in Liège, supported by official institutions and grassroots efforts like TransPédéGouines Pride amplify marginalized voices, ensuring comprehensive representation within the LGBTQIA+ community. These initiatives highlight Wallonia’s commitment to fostering a diverse and inclusive society.

Belgium’s dedication to LGBTQIA+ wellbeing is further demonstrated through significant advancements in healthcare. Brussels welcomed its first LGBTQIA+ health centre, while Wallonia boasts five centres with plans for expansion. These centres provide specialized care, affirming the rights and dignity of all individuals and ensuring access to respectful healthcare.

In Wallonia, sex education (EVRAS) has become mandatory in French-speaking schools, receiving near-unanimous support. This initiative educates young people about LGBTQIA+ issues, fostering a culture of empathy and respect. Comprehensive sex education is a proactive step towards combating prejudice and promoting inclusivity.
